Does anyone know if it is legal in the state of Virginia to own venomous reptiles?

Absolutely!! I live in Va, and keep somewhere near or over 50 Venomous..No, endangered animals can be kept though, but that’s a no-brainer..

so i know Gila Monsters are protected in the wild, do you know if a captive bred one is legal here? I cant find any direct information about them here, and am assuming the same laws apply to them as with venomous snakes?

if you dont mind me asking, where in VA are you? I am in the hampton roads area.

So understanding they are not the type of animal you should be handling more often than absolutely needed, would you say a gila would be an acceptable "first hot reptile"?

You will get mixed reactions to this question but I would say it can be a good choice. If I were you, I would study their movements and reactions to your movement. They have a very quick reflex for a cumbersome lizard and if you are not careful will easily swing around to it’s tail and lock on to you if you mess with it..The bite will not kill you but hurt like crap and cause some breathing issues or possibly anaphylactic shock, so treat it as very hot.
