that is a common snapper. i have one just like it he looks just like that. but mine has an eye missing. i kept mine and never tries to bite me.

this turtle is not rare. It may be just uncommon in your state. if it was rare you would not be able to buy them in pet-stores. it was also caught outside so it should be released into the wild where it came from.
