 "Tumor" - russian tortoise

We have a Russian tortoise which was purchased from a pet store about two years ago. A few months ago, it (we don’t know its sex) developed a growth to one side of its tail. The growth looks like a tumor. It is sort of white, pretty firm, and large enough to have pushed the tail to the side. It is protruding below and out of the shell. The tortoise does not seem to be affected by this growth - it is eating and discharging normally. It is also normally active when awake.

Can anyone advise us what this might be? Is it serious? Is it treatable? We have found noone locally who has been able to help us.

I’m not good at recording and posting pictures; but I’ll try. In the meantime, it is whitish in color, and protrudes beneath the rear of the shell and to the right of the tail looking at the tortoise from the rear. The tortoise seems to be unphased by the growth - eats, discharges and moves normally.
