 How can I get a shipping certificate for a leopard tort

What kind of certificate is needed to ship a leopard tortoise across state lines? In addition, what carrier(s) can provide the service. Lastly, any tips on what to use for packing would be greatly appreciated.

You shouldnt need a certificate...
I just had someone ship a 9lb leopard tort to my house from NC to Michigan via UPS and had no problems...
I even called UPS to make sure...Torts are allowed but I would def. ship next day air early delivery
and if someone is a breeder.. they should know how to do it...if not I would be leary
