 Tadpoles appears to be being eaten?

I recent received two bullfrog tadpoles and a set up for them at this stage. I prepared the water as the instructions say for the removal of chlorine and metals.

All appeared to be fine except one tadpole had a tear on it’s tail. I didn’t think anything of it and figured it was from the plastic plant floating at the top. Well as the days have gone by the tear has gotten bigger and looked like a notch. As of today it looks like the tip of the tail will fall off. It looks like it has been eaten but I don’t know. The other tadpole looks fine and swims around no problems. The other is a little more sedentary but still swims and eats. I have never seen the fine tadpole "nibble" on the other, but I cannot say if it hasn’t happened.

What do you think is happening to this tadpole? and what should I do for him?

Separate them. Some tadpoles are cannibals, so that’d be best

Get a divider, as mentioned above, or remove the plastic plant. Or both
