 New to retics

Ok guys, getting back into snakes after a 6 year break due to the Army and deployments. Anyways, moving on. Got a reptile breeder tank, 36"x 18"x 18". I have a small cat litter pan for the hide and water bowl and using indoor out door grass carpet for the bottom. Now, to the question. I need help on ideas how to keep the temp and humidity up. I have a under the tank heater, UVB long bulb and a heat lamp. The UTH is under her hide and heat lamp is over her water. I will post pictures soon so yall can see. How ever, I can’t get her humidity over 40% and temp over 75F. Any ideas? Oh, I’m getting a female albino lavender retic. :D kinda pumped.
